To achieve this add the <code>org.apache.catalina.tribes.group.interceptors.StaticMembershipInterceptor</code> underneath the <code>org.apache.catalina.tribes.group.interceptors.TcpFailureDetector</code> interceptor. Inside the <code>StaticMembershipInterceptor</code> you can add the static members you wish to have.
